Tier 1 — Menengah/Besar: High risk (Tinggi). NIB + License (Izin) within 14 days. Self-Assessment required. LSPr-certified Tourism Business Standard + Health Feasibility Certificate (Sertifikat Laik Sehat). Authority: Menteri/Kepala Badan. Note: This tier is flagged as dati_inferiti (inferred data) in our PP28 mapping — the licensing requirements were extrapolated from the old source codes (93219/93211), not directly published for 93210. Treat with caution and verify with OSS when KBLI 2025 is integrated.
Tier 2 — Mikro/Kecil/Menengah/Besar: Medium-Low risk (Menengah Rendah). NIB + Standard Certificate issued automatically (Otomatis). Health Feasibility Certificate required. LSPr certification for PMA companies. Self-Assessment document for theme park/amusement standards. Authority: Bupati/Walikota.
Fully open (Terbuka) — 100% foreign ownership.

This is the big leagues. If you are building a water park (like Waterbom), a massive cultural park, or a large-scale beach club that operates primarily as an amusement venue with immersive attractions, 93210 is your code. The capital expenditure is astronomical, and so is the red tape. A High-Risk classification means your NIB is virtually useless until you pass rigorous Environmental Impact Assessments (AMDAL or UKL-UPL) and deal directly with Ministerial levels in Jakarta. Water rights (SIPA) for waterparks in Bali are currently highly contested due to the island's dropping water table, meaning securing extraction permits can take over a year. You must also have profound alignment with the local Desa Adat (Customary Village) regarding traffic management.
