Motor Vehicle Rental and Leasing — renting or operational leasing of motorized land transport without a driver. This covers passenger cars, trucks, motorcycles/scooters, and motorized caravans. It explicitly excludes renting vehicles with drivers (which is categorized as a transport service) and renting bicycles.

The PP28 data specifies "Gubernur Daerah Khusus Jakarta" with parameter "Provinsi Daerah Khusus Jakarta Kabupaten / Kota Seluruh." For operations outside Jakarta (including Bali), authority defaults to Bupati/Walikota at the district/city level.
Fully open (Terbuka) — 100% foreign ownership.
⚠️ BALI GOVERNOR ALERT (Jan 2026): 77100 is explicitly listed in the Governor of Bali's letter to BKPM (Surat B.27.000/642/PM/DPMPTSP, 28 January 2026) as one of the most abused PMA codes in Bali. The Governor requests BKPM to CLOSE OSS registration for PMA with Risiko Rendah in Bali — which directly includes 77100. If BKPM grants this request, new PMA companies will be UNABLE to register this code for Bali operations. The Governor also requests closure of PMA at virtual office addresses — many vehicle rental PMA use virtual offices. Monitor OSS for changes.

Governor Wayan Koster has formally asked BKPM to shut down OSS for all PMA with Risiko Rendah in Bali, and 77100 is explicitly named as one of the most abused codes.

Scooter and car rentals are the lifeblood of Bali's tourist mobility. Over the last two years, local police and immigration have aggressively cracked down on foreigners running illegal under-the-table scooter rentals. To operate legally, you must set up a PT PMA under KBLI 77100, which is fully open to foreigners — for now. OSS licensing is Low Risk (NIB only), but the market is hyper-saturated and regulatory pressure is intensifying daily.
- Virtual office address — the Governor's letter specifically targets this practice; DPMPTSP Bali is flagging virtual-office PMA for inspection
- Tourist visa operations (B211A) — immigration enforcement has intensified, with spot checks on rental businesses in Canggu, Kerobokan, and Seminyak
- Passport collateral — holding tourist passports is explicitly illegal under Indonesian law; use credit card pre-authorizations instead
- No vehicle insurance — tourist accidents are daily occurrences; without comprehensive insurance you face unlimited personal liability
- Mixing rental with transport — renting without a driver is 77100, but providing drivers requires 49221/49229 (transport license, much harder to get)
- Private plates — every rental vehicle must be registered as commercial (plat kuning), not private (plat hitam); enforcement is increasing
