Wholesale trade in alcoholic beverages — beer, wine, spirits, liquor, and all other drinks containing alcohol. This is the distribution layer: buying from manufacturers or importers and selling to retailers, hotels, restaurants, bars, and clubs. If you're distributing alcohol in bulk, this is the code. This is NOT retail (selling individual bottles to consumers) and NOT manufacturing (brewing/distilling).

Mikro/Kecil: Low Risk (Rendah) NIB only.
Menengah/Besar: HIGH RISK (Tinggi) NIB + Izin (full license) — this requires government verification BEFORE you can operate. You'll need:
- SIUP-MB (Surat Izin Usaha Perdagangan Minuman Beralkohol) — the specific alcohol trade license
- NPPBKC (Nomor Pokok Pengusaha Barang Kena Cukai) — excise registration from Customs (Bea Cukai)
- Warehouse inspection and approval
- Regular compliance audits

Direct match from KBLI 2020 (MATCH_LANGSUNG). The code hasn't changed, but the regulatory environment around alcohol distribution has only gotten stricter. The risk jump from Rendah (Mikro/Kecil) to Tinggi (Menengah/Besar) is the sharpest escalation in the entire wholesale sector.

This is the most strictly regulated wholesale code relevant to Bali. The alcohol distribution market is oligopolistic — dominated by a handful of established local players (particularly for spirits and wine imports). Foreign entry at the Menengah/Besar scale realistically requires a joint venture with an established local distributor who already holds the SIUP-MB and NPPBKC. Going solo means navigating Customs, warehouse zoning approvals (alcohol warehouses have strict location restrictions), and building relationships with excise officers. Bali consumes the vast majority of Indonesia's legal alcohol due to tourism, but this visibility also means heavy enforcement. The Tinggi risk classification means periodic government audits of your stock, sales records, and distribution chain. Budget 6-12 months for full licensing at medium/large scale.
